Conclusions of the 37th Annual Conference and 40th General Assembly of CREDAF

After three days of work, from Tuesday June 11 to Thursday June 13, 2024 in Brazzaville, capital of the Republic of Congo, participants in the 37th Annual Conference and 40th General Assembly of the Circle of Reflection and Exchange of Directors of Tax Administrations (CREDAF) separated, under the auspices of Mr. Athanase NGASSAKI, Chief of Staff of the Congolese Minister of Economy and Finance, Mr. Jean-Baptiste ONDAYE. They adopted three major conclusions, including the appointment of the new current President of this organization, for a period of one year. This is Mr. Ludovic ITOUA, Director General of Taxes and Domains (DGID) of Congo, the organizing country.

Tuesday June 11, 2024 in Brazzaville, the Minister of Economy and Finance of the Republic of Congo, Mr. Jean-Baptiste ONDAYE, opened the work of the 37th Annual Conference, coupled with the 40th General Assembly, of the Circle of Reflection and Exchange of Managers of Tax Administrations (CREDAF). The ceremony was enhanced by the presence of high-ranking personalities, including the Representative of Mr. Mory CAMARA, Director General of Taxes of Guinea-Conakry and President of CREDAF; the Secretary General of this institution, Mrs. Cathérine LEMESLE and the Director General of Taxes and Domains (DGID) of Congo, host country, Mr. Ludovic ITOUA.

Popularization campaign for the new tax provisions of the 2024 finance law

Tuesday April 9, 2024 in Brazzaville, Mr. Jean-Baptiste ONDAYE, Congolese Minister of Economy and Finance, launched the popularization campaign of two instructions for the application of the new tax provisions contained in law n°39-2023 of 29 December 2023, relating to the 2024 finance law. The ceremony took place in the presence of Messrs. Ludovic NGATSE, Minister of the Budget, public accounts and public portfolio, Ludovic ITOUA, Director General of Taxes and Domains, Administration executives tax, representatives of Congolese employers and taxpayers.

Campaign to popularize the instruction on the application of tax provisions in Pointe-Noire

Ten days after the Department of Brazzaville, Ludovic Itoua, Director General of Taxes and Lands (DGID), launched, on Tuesday February 28, 2023, in the conference room of the Autonomous Port of Pointe-Noire (PAPN), the popularization campaign , in the Departments of Pointe-Noire and Kouilou, of the instruction for the application of the tax provisions of Law No. 77-2022 of December 27, 2022, on the Finance Law of the Congolese State, financial year 2023. 668 billion of F CFA are expected from the tax administration in this budget.

Popularization of the tax provisions of the 2023 finance law

Friday, February 17, 2023 in Brazzaville, Jean-Baptiste Ondaye, Minister of Economy and Finance, launched the campaign to popularize the instruction for the application of the tax provisions contained in Law No. 77-2022 of December 22, 2022 on the Finance Act for the year 2023. This instruction dates from February 8, 2023 and was signed by Ludovic Itoua, Director General of Taxes and Domains (DGID).

Directorate General of Taxation and State property (DGID)

In order to clean up the file of outstanding taxes, increase the level of non-oil revenue and allow taxpayers to clear their tax debts from the period 2017 to 2020, the Ministry of Finance, Budget and Public Portfolio has put in place incentives contained in the Memorandum No. 0298/MFBPP-CAB. On Tuesday 30 August 2022, in Brazzaville, Séraphin Ndion, Director of General Audits and Research, acting for Ludovic Itoua, Director General of Taxes and Domains (DGID), explained the rationale of this Memorandum to journalists. He explained in particular the different stages of the procedure that debtors must follow to benefit from the abatements ranging from 30 to 80%.

Launch of the Census operation and updating of taxpayers’ file of the Tax Administration in Congo

Ludovic Ngatsé, Minister Delegate in charge of the Budget to the Minister of Finance, Budget and Public Portfolio, Rigobert Roger Andely, launched on Wednesday 22 June 2022 in Brazzaville, the operation of census and updating of the taxpayers' file of the tax administration in Congo. The consortium Ernst & Young and GEEPS Consulting, mandated by the Government, intends to complete this mission in 6 months, on the whole national territory.

Inauguration of tax offices in Brazzaville

On Tuesday, June 14, 2022 in Brazzaville, two tax offices, namely the one of Makélékélé R+2 (1st district) and the one of Mfilou R+1 (7th district) were inaugurated during a unique ceremony held on the Avenue de l'OUA. Under the auspices of the Prime Minister, Head of Government, Anatole Collinet Makosso. In the presence of the Minister of State, Minister of Trade, Supply and Consumption, Alphonse Nsilou. They were joined by their colleagues in charge of Finance, Budget and Public Portfolio, Rigobert Roger Andely; Industrial Development and the Promotion of the Private Sector, Nicéphore Antoine Thomas Fylla Saint Eudes.
