On Thursday 9 September 2021 in Brazzaville, Clément Belibanga, Commissioner in charge of the Department of Economic, Monetary and Financial Policies<x at the Commission of the Economic and Monetary Community of Central Africa (CEMAC), spoke to the press at the end of his meeting with the Minister of Finance, Budget and Public Portfolio, Rigobert Roger Andely, accompanied by his colleague, Ludovic Ngatsé, who is in charge of the Budget. He said the following about the purpose of his mission to Congo-Brazzaville.

On Monday 16 August 2021 in Brazzaville, Rigobert Roger Andely, Congolese Minister of Finance, Budget and Public Portfolio, and Fortunato-Ofa Mbo Nchama, President of the Development Bank of Central African States (BDEAC), signed a First Loan Agreement to fund the construction of the Dolisie-Kibangou road section (including the bridge over the Niari), a link in the Corridor connecting Brazzaville-Dolisie (Congo) and Libreville (Gabon). This loan is estimated at CFAF 32,800 million.

The Development Bank of Central African States (BDEAC) held its General Assembly on Monday, June 14, 2021 in Brazzaville (Republic of Congo), by videoconference. The meeting was chaired by Mr Ludovic Ngatsé, Minister Delegate in charge of the Budget, representing Mr Rigobert Roger Andely, Minister of Finance, Budget and Public Portfolio, acting Chairman of the General Assembly, during which the shareholders commended the exceptional financial performance of BDEAC in the context of COVID-19.

The Board of Directors of the Development Bank of Central African States (BDEAC) met on Wednesday, June 9, 2021, by videoconference, at the Bank's headquarters in Brazzaville (Republic of Congo). The meeting was chaired by Mr. Ludovic Ngatsé, Minister Delegate in charge of Budget, representing Mr. Rigobert Roger Andely, Minister of Finance, Budget and Public Portfolio. 

On Monday 7 June 2021 in Brazzaville (Republic of Congo), the Minister of Finance, Budget and Public Portfolio, Rigobert Roger Andely, represented by the Minister Delegate in charge of Budget, Ludovic Ngatsé, opened the works of the evaluation mission of the Action Group against Money Laundering in Central Africa (GABAC). 

The Ministerial Committee of the Central African Monetary Union (UMAC) held an Extraordinary Meeting by video Conference on Wednesday 19 May 2021. The Congolese government was represented by Ludovic Ngatsé, Minister Delegate for the Budget, representing Roger Rigobert-Andely, Minister of the Economy, Finance, Budget and Public Portfolio, and by his colleague Ingrid Olga Ghislaine Ebouka-Babackas, Minister of Planning, Statistics and Regional Integration.

The Congolese Minister, Delegate for the Budget, Ludovic Ngatsé, representing the Minister of Finance, Budget and Public Portfolio, Roger Rigobert Andely, and his colleague from the Economy, Planning and Regional Integration, Ingrid Olga Ghislaine Ebouka-Babackas, participated on Tuesday 18 May 2021 by videoconference from Yaounde, headquarters of the Bank of Central African States (BEAC), in the meeting of the Ministerial Committee of the Central African Monetary Union (UMAC). The meeting was chaired by Cameroon's Minister of Finance, Louis Paul Motazé.

Chaired by Calixte Nganongo, Congolese Minister of Finance and Budget, represented by his colleague Ludovic Ngatsé, Minister Delegate in charge of the Budget, the meeting of Ministers of the Economy, Finance, Budget and Integration, on the operationalization of the Compensation, Cooperation and Development Fund of the Economic Community of Central African States (FCCD-AC) took place on Wednesday 5 May 2021 by videoconference in Brazzaville, the capital of Congo, which holds the incumbent presidency of the ECCAS.

The Committee of Experts of the Member States of the Economic Community of Central African States (ECCAS) met on Friday 30 April 2021 in a workshop, by videoconference from Brazzaville (Congo), under the chairmanship of Bernard Ngazo, President of the Bureau. The review of the draft project of the operationalization of the Compensation, Cooperation and Development Fund for Central Africa (FCCD-AC) was on the agenda.
