Central African Economic and Monetary Community

Following changes within the Congolese Ministry of Economy and Finance, and in application of Article 4 of Instruction No. 06 of the Securities Settlement and Conservation Unit (CRCT) of the Bank of States of Central Africa (BEAC) of November 18, 2021, establishing the establishment, composition and operation of the Permanent Framework for Consultation of the Public Treasury of the Economic and Monetary Community of Central Africa (CPC-TP-CEMAC), the Congolese Gatien Ondaye Obili, Advisor for monitoring and cash management to the Minister of Economy and Finance, Mr. Jean Baptiste Ondaye, will represent the Congolese State next year as President of this sub-regional community institution.

Swearing in of public treasury agents

Wednesday May 3, 2023 at the High Court (TGI) of Brazzaville, 40 Prosecuting Agents (out of the 42) appointed by Memorandum No. 0180 of April 28, 2023 from the Minister of Economy and Finance, took the oath. The solemn hearing, in which the 1st President of the Supreme Court, Henri Bouka, took part; the Public Prosecutor at the TGI of Brazzaville, André Oko Ngakala; the Minister of Economy and Finance, Jean-Baptiste Ondaye; and the Director General of the Treasury, Albert Ngondo, was led by Aristide Elenga, Acting President of the TGI, assisted by two judges: René Blaise Boyama and Henri Lauric Abia Ombondzo.

Reform of the Single Treasury Account (STA) in the CEMAC Members States

On Friday 16 December 2022 in Brazzaville, André Léma, 2nd Duly Authorized Representative, representing Albert Ngondo, Director General of the Treasury of the Republic of Congo, closed the work of the 3rd deployment session of the AMS/X Application, devoted to the reform of the Single Treasury Account (STA) in this country. The ceremony took place in the presence of Serge Dino Daniel Ngassackys, National Director of the Bank of Central African States (BEAC), representing the National President of the Steering Committee of this reform, and the Directors General of the Treasury of the States of the Economic and Monetary Community of Central Africa (CEMAC).

Brazzaville hosts the 3rd session devoted to the reform of the Single Treasury Account (CUT) of Congo

André Lema, Second Duly Authorized Representative of the Treasury, representing Albert Ngondo, its Director General, opened on Wednesday, December 14, 2022 in Brazzaville, the third session of the deployment process of the AMS/X Application in the six countries of the CEMAC Zone (Economic and Monetary Community of Central Africa), devoted to the reform of the Single Treasury Account (CUT) of Congo, in the presence of Serge Dino Daniel Ngassackys, National Director of the Bank of Central African States (BEAC); Gaëtan Edouard Iloy, Director of Information Systems (DSI) of the Ministry of Economy and Finance; and several executives of the Public Treasuries of the five other countries of the sub-region.

From Thursday 08 to Friday 09 November 2018 in Brazzaville, thirty or so agents from administrations and financial authorities’ institutions are attending a workshop seminar on mechanisms for the seucrization of Congo's domestic pubic debt. The worksops have been initiated by Henri Loundou, director of cabinet of the Minister of Finance and Budget, Calixte Nganongo, monetary Authority.

A consultation meeting with the Specialists in Treasury securities (SVT) for the Republic of Congo, took place on Tuesday 11 September 2018 in Brazzaville.  Henri Loundou, Chief of staff of Minister Calixte Nganongo, in charge of Finance and Budget, delivered the opening speech in the presence of Michel Dzombala, National Director of the Bank of Central Africa States (BEAC), Fridelin Mbouloukoué, adviser to the National financial institutions and currency of the Ministry of Finance and the leaders of financial institutions.
