Inauguration of three (3) Single Clearing Windows and three (3) Postal Bank Branches in Cabosse, Souanké and Ewo

Henri Loundou, director of cabinet, representing Calixte Nganongo, Minister of Finance and Budget, has officially launched the activities of three (3) single clearing windows (GUD) and supervised the inauguration of three (3) Postal Bank branches in Congo (BPC).  The ceremonies took place on Monday 29 in Cabosse and Souanké, in the Sangha division, and on Tuesday 30 July 2019 in Ewo, in the Cuvette-Ouest division. 

 

As part of the computerisation of financial systems aiming at simplifying, modernising and securing the collection of State revenue, the Ministry of Finance and Budget, and the Ministry of Posts, Telecommunications and Digital Economy, have agreed to set up single windows for customs clearance at the offices of the Congo postal bank branches (BPC).

To date, 29 BPC branches have already been set up in several cities of Congo. And 11 cities of 9 divisions out of 12 prefectures in the Republic of Congo, have single windows. There are the cities of Brazzaville, Pointe-Noire, Ouesso, Pokola, Ngombé, Dolisie, Sibiti, Nkayi, Cabosse, Souanké and Ewo where 3 new single clearance windows are operational in the offices of BPC branches. 

This is where customs duties are collected and civil servants' salaries withdrawn. In fact, the partnership GUD-BPC enable economic operators in these localities to submit to a single point, and only once for all, all the information and documents of the public authorities involved in formalities relating to the import, export or goods' transit.“By grouping customs clearance formalities at a one point, the GUD is helping to make life easier for customs users such as economic operators”, Calixte Tabangoli, Director General of CPB, added. “The Congo Postal Bank is the first bank to be settled in Cabosse, Souanké and Ewo, as GUD partner. Coventional operations are handled by the staff of this bank and will enable officials to collect, for example, their salaries”, the speaker said. 

It should be noted that the Sangha division occupies the second place after that of Pointe-Noire, in terms of economic activities. 

Before the launch of 3 Single clearance windows, the director of cabinet of the Ministry of Finance and Budget, accompanied by his colleague of the Ministry of Posts, Telecommunications and Digital Economy, and the director general of Customs and indirect duties, thanked the administrative and military authorities, traditional elders and dignitaries for the welcom given to his delegation in the two divisions. He urged the executives and agents of the BPC, of the Treasury and Customs to make good use of these three new brands new frameworks.

The brightness of the inauguration of ceremonies was enhanced by the presence of Gilbert Mouanda-Mouanda, senior divisional officer of the Sangha division; Bela Nkoundji, subdivisional officer of Souanké; Edouard Denis Okouya, senior divisional of the Cuvette-Ouest division, and Bela Nkoundji, vice-mayor of the city of Ewo. These two senior divisional officers cut the symbolic ribbon, thus, marking the official opening of the GUD and BPC branches of the two divisions.
