IMF Technical Assistance Centre in Central Africa (AFRITAC-Center) - Opening of the stakeholders’ strengthening workshop on Accounting Quality Issues

The Kintélé international conference Center was used as a framework for the Ministry of Finance and Budget to host the stakeholders’ strengthening workshop on accounting quality issues.  The workshops were opened Monday, October 15, 2018, by Henri Loundou, Director of cabinet of the Ministry of Finance and Budget.

 

This workshop is part of the Implementation (MEO) of new paradigms for the better management of public finance. «Improving the governance of public finance has also to do with the setting up of a rational organisation as well as the capacity building of all the stakeholders responsible for implementing State financial operations, ”said Henri Loundou.

 

The Director of cabinet of the Ministry of Finance and Budget reminded that the Law N0. 10-2017 of March 9, 2017 relating to transparency and accountability code in public finance management, as well as the organic law N0. 36-2017 of October 3, 2017, relating to financial laws, lay the foundations for public management based on transparency and quality procedure.

“The function of accountant is henceforth a shared function between authorizing officers, accountants and budget auditors. As a result, the quality of public accounts becomes a cross issue that concerns the organization, documentation and tracking of financial information for a rational and foresight decision-making. The accounts of the State are therefore required to be kept and rendered according to a normative reference system which will allow the Government, Audit court and budgetary discipline, as well as the Parliament to decide wisely on the quality of the said accounts” ,he added.

The stakeholders come from the various directorates of the Ministry of Finance and Budget (notably: the Directorates General of public Treasury; Budget; Budgetary Audit; Inspectorate General of Finance), as well as the Audit Court and Budgetary discipline… This training is provided by Pierre Roumegas, public management and finance advisor, expert from Afritac-Center (Technical Assistance Center of the International Monetary Fund for Central Africa Region).

The closure of the workshop is scheduled for Tuesday 16 October 2018.
