SIGNATURE OF THE AGREEMENT TO ALLOCATE C2D RESOURCES TO THE MOSALA PROJECT FOR YOUTH, IN THE AMOUNT OF 6 BILLION 776 MILLION CFA F

The Minister of Economy and Finance of the Republic of Congo, Mr. Jean-Baptiste ONDAYE, the Ambassador of France to Congo, Mrs. Claire BODONYI and the Deputy Director of the French Development Agency (AFD) in Brazzaville, Madame Marie DUBUFFET, signed, Tuesday January 9, 2024 in the Congolese capital, the financing agreement for the Project to strengthen the training-employment adequacy, called in Lingala “Mosala” (“Work”), for the benefit of young Congolese.

 

With a total amount of 10.3 million Euros (or 6 billion 776 million CFA francs), this project is financed, on the one hand, through the Debt Reduction and Development Contract (C2D), for an amount of 7.5 million Euros and, on the other hand, through a delegation of funds, granted by the European Union (EU) to the French Development Agency (AFD) and made available to the Republic of Congo , for an amount of 2.8 million Euros.

This project, which will be implemented by the Ministry of Youth, Sports, Civic Education, Skills Training and Employment (MJSECFQE) of Congo-Brazzaville, is divided into three components:

  1. The first component aims to support the structuring and management of the skills training and employment system (national employment and training policy, employment and skills training observatory specifically including the issue of gender ) within the General Directorate of Qualifications Training and Employment (DGFQE).
  2. The second aims to support the National Fund for Employability and Apprenticeship (FONEA) in its activities to implement qualifying training actions adapted to the needs of the job market (strengthening the skills of young people and of the quality of the training offer in promising sectors, notably Agriculture, Sustainable Tourism and Industry, the promotion of Apprenticeship and the Integration of young people).
  3. The third component concerns support for the implementation of the employment support mechanisms of the Congolese Employment Agency (ACPE), through the professional integration of young job seekers, particularly targeting women and young people who are Not in Education, Employment or Training (NEEF), as well as through information and guidance on the labor market.

Recommendations from the Minister of Economy and Finance to Project managers

“Dear managers, take to heart the challenge that the Government is committed to meeting as part of the implementation of the Mosala Project, in partnership with the French Development Agency, namely: making available to young people training models adapted to the real needs of the youth employment market,” recommended Mr. Jean-Baptiste ONDAYE. The latter had at his side his colleague Hugues NGOUELONDELE, in charge of youth, sports, civic education, qualifying training and employment, as well as His Excellency Mr. Giacomo DURAZZO, Ambassador of the European Union to Congo.
