Executives from various departments of the Ministry of Finance and Budget met from Thursday 16th to Saturday 18th, August, 2018, at the hotel de la Concorde at kintele and validated the Information technology master plan. The document was submitted to them for consideration during a reporting workshop by the experts mission, led by the CEO of Kube Technologie firm, Aymar Andely.
The validation report will be submitted to the Steering Committee of the information system reform chaired by the Minister of Finance and Budget, honourable Calixte Nganongo.
Participants' recommendations proposals
The recommendations contained in the report and suggested by the participants are the holding of two workshops . The first one will be devoted to a dialogue between business and IT actors of the expenditure chain. It will be intended for the following four ministries : finance and budget, land and public domain, forestry , mining and geology. The second workshop will be for business and IT actors. It will be intended for the following three ministries : the Ministry of Planning, Statistics and Regional Integration, the Ministry of Finance and Budget nd the Prime Minister's Office.
The validation report recommendations proposals made by the participants are also on the development of the information technology master plan of the information system department of the Ministry of Finance and Budget. The development will be twofold : the first aspect will be the drafting of the accounting chain for the reprint of the finance Act and the actors' accountability. The second aspect will be the setting up of the follow-up and assessment chain of the finance Acts useful for the Finance Acts actors in the decision making process.
It is worth mentioning that the paperless or computerization process of the ministries in Congo Brazzaville is sponsored by the World Bank through the public service integrated reform project.
Given their concern regarding the successfulness of the process, the participants "stressed the need to insist more on introducing change and this was clear to everybody. Though texts (like the one on the information technology master plan) will be available, it is up to man to implement them", they said. The saying goes that even the most desired changes have their gloom". Yet, we will have to opt for change if we want to go far.
