Official Presentation of the Computerized Legality Verification System (SIVL)

The Tax, Special Permit and Legality Modules have been demonstrated

The Technical Supervisor of the Computerized Legality Verification System (SIVL), Belfort Wamba Moundo, officially presented, Tuesday 19 November 2019 in Brazzaville, this new application to the heads of the three Ministries involved in its technical take-over and deployment. These are Ministries of Forestry Economy, represented by Madame Rosalie Matondo; Finance and Budget, represented by director of cabinet, Henri Loundou; and Planning, Statistics and Regional Integration, represented by director of cabinet, Ferdinand Sosthène Likouka. 

 

The Congolese Forest Code, approved at the cabinet meeting of 27 February 2019 and under consideration in Parliament, aims to improve governance and transparency in the management of forest and wildlife resources. It concerns the creation of an application responsible for monitoring the Computerized Legality Verification System (SIVIL) in a Data centre located at the Ministry of Finance and Budget.

SIVL is an IT tool whose objective is to enable forest sector actors to manage, effectively and efficiently the data relating to the verification of legality, to acquire, produce and market legal and traceable timber in Congo.

This application ensures the legality of forest products from natural forests and forest plantations, as well as the traceability of these products; to improve forest governance; to monitor and secure forest revenue; to manage Congolese forest sustainably and rationally; and preferably to position timber from the forest concessions of the Republic of Congo on the European market. 

His presentation was punctuated by a demonstration session of 3 modules or functionalities, of the 17 it counts, namely:  Taxation, Special Permit and Legality. The rest of the modules focus on: Navigation Principles; Account Management; Bar Codes; Pre-operation; Operation; Plantation; Transport; Storage; Transformation; Exits; Product History; Geographic Information System; Statistics; Mobility and System Administration.

 

The presentation of SIVL took place on the eve of the holding in Brazzaville, on 20 and 21 November 2019, of the 11th session of the FLEGT Joint Implementation Committee (JCC) of the VPA (Voluntary Partnership Agreement) on FLEGT (Forest Law Enforcement, Governance and Trade-Application of Forest Regulations, Governance and Trade), concluded on 17 May 2010 between the Republic of Congo and the European Union. 

SIVL interfaces with the other government systems

This application, which is part of the improvement of public financial governance, will interface with other government systems. In particular, those of the Ministries of Finance and Budget, such as the Taxpayers' Unique Identification Number (UIN); the system for tracking payments of government claims by companies in the Extractive Industries Sector (SYSPACE); the Automated Customs System (SYDONIA/E-CUSTOMS); the Computerized Tax Payment System (E-TAX); the Integrate Financial Management System (SIGFIP); the Online Payment System (E-PAY); and the EITI Extractive Revenue Reconciliation System (SYSCORE).

As a reminder, “the National Development Plan (NDP) 2018-2022 means that the forestry sector generates a turnover of about 100 billion FCFA per year, and contributes about 20 billion FCFA to the State's tax revenue”, Henri Loundou said, at the opening of the Documents Validation Workshop for the implementation of the technical support and deployment of the SIVL, on July 25 2019 in Kintélé.
