Revenue-collection departments workshops - The Caisse Congolaise d'Amortissement (CCA) at the time of reforms

The workshops devoted to the amendment of the documents on revenue-collection departments and other administrations under the Ministry of Finance and Budget went on  Wednesday14 and Thursday 15, 2018 in Brazzaville, with the participation of the executives and officers of the Caisse Congolaise d'Amortissement (redemption fund), CCA in short.

The workshops were chaired by the chairman of the reform committee, Henri Loundou, executive  director of public accounting, in the presence of  the administrative and legal adviser, Jean Marie Montsagna, and of the executive director of the CCA. Theodore Ikemo. The participants  reviewed and adopted four documents: clear picture of the situation, 2018-2022 strategic plan, 2018 action plan, along with the budget estimate of the CCA.

Based on the document on the clear picture of the situation, it was noticed that the body in charge of debt management (CCA) is located in the building where was the national head office of the Bank of Central African States. The question is now to know the owner of the building.

The body is not running smoothly due mainly to the fact that it  has not held it management council since 2005, the chart of the body does not fit its present assignments ; many department and unit posts are vacant, insufficient financial resources for the running of the department, insufficiency and oldness of hardware, lack of staff training due to the lack of financial resources; lack of a manual of procedure...

Based on CCA 2018 action plan, the following will be carry out : the acquisition hardware, as well as a human resources management software, the rehabilitation and the modernization of the computer room, the recruitment of two qualified computer scientists; the development of a website, the drafting of a staff training program, the drafting and the implementation of a plan for clearing off of the domestic debt ( treasury management and non authorized expenses), the renegotiation of  a program with the IMF in relation to the debt agreements with bilateral  and private donors (foreign debt) ; the audit of commercial and social arrears (domestic debt) etc.

As for the CCA 's draft 2018 budget estimate, it amounts to 820 million CFA francs.

As he closed  the proceedings of the workshop, the chairman of the reform committee recommended to the secretariat of the proceedings to include the running  of the national public debt committee in the 2018 action plan.  The plan will set the period of implementation of individual activities targeted. He also suggested that grouped workshops for many administrations or services concerned be held in order to harmonize procedures. This is the case of the information system department and the CCA as regard the computerized management of its 98 officers.

It should be noted that an electronic version of the documents amended during workshops will be sent to the authorities concerned, to allow the Minister of Finance and Budget, honourable Calixte Nganongo, better understand the features of each body under it, which will be integrated in the 2018-2022 Global strategy of public finance management Document.
